Package note: This analyzes Proclamation 11076 of October 23, 2026, published in the Federal Register on October 30, 2026 (91 FR 68861). It modifies the list of Canadian products subject to the 50 percent additional ad valorem duties first imposed by Proclamation 11048. The proclamation removes the extra duties from certain Canadian goods listed in Annex I, Part A and adds the 50 percent duties to other Canadian goods listed in Annex I, Part B. It does not change the underlying legal authority under section 338 of the Tariff Act of 1930, does not alter section 232 duties, and does not suspend or terminate the overall tariff action.

Core Tension
The proclamation frames the change as a targeted adjustment that “would still offset the burden or disadvantage on U.S. commerce and better serve the public interest.” In practice it both removes the 50 percent additional duty from some Canadian motor-vehicle-related products and imposes that same 50 percent duty on a different set of Canadian products. The net effect is a reallocation of which specific Canadian items face the extra tariff rather than a broad increase or decrease in coverage. The duties continue to apply on top of any section 232 tariffs. No new exclusion authority is exercised in this document. Open questions remain about the exact product codes affected, which are detailed only in the annex tables and subject to later technical corrections by Customs and Border Protection.
